Yup, infrastructure upgradation (track upgrade, etc) is going on at a slow rate, only in western divisions we can see some remarkable progress
SL 9 /AC 9 / GEN 2/PC 1 = FOR ALL 1500+KM
SL 10/AC 8/ GEN 4 = FOR ALL 900-1500KM
SL 10/AC 6/GEN 6= FOR ALL SMALL routes (CNB-NDLS, BSB-NDLS, MAS-SBC, ETC)

WR has not just raised track MPS but implemented it's impact on train's schedule which is awaited or partially implemented in NCR/ECR etc. Even with 130 MPS there exist chosen few to have schedule at par (Only VB in NCR).
Further WR use to have blockade at BRC (AC/DC Switch) which reduced 30 minutes WTT. But all this has nothing to do with Rake Standardisation which is:

ICF - Use old pattern of GT 6AC(+1)+12SL(-1)+1PC+5 Gs+SLR
For LHB - one or 2 sleeper can be removed but they should not decrease GS count.
