Sorry to disagree, but if you don't have a ticket, you can't even enter railway stations. And if a fine is collected and receipt issued, it stands as a fine. Its loosely like: if you don't wear a mask at railway stations/trains, you are likely to be fined for it. Secondly, if you are not issued a ticket, you shouldn't travel by railways. There are other modes of travel, use them. Or better try to use them without paying and compare railways' fine and a robbery!
