Actually GZB-DER & DER-ALJN single line never made sense when you had two lines to connect ALJN-DER & DER-GZB as if congestion existed just one way!!
These partial works increase Cash Outlay & Budget which could be just 50% more of total 3rd line cost if managed together!!
