Err, what you see in Bihar is actually an IMRROVEMENT in things. Back in the day, chain pullings were so common that folks used to just 'chain pull' as soon as their house came in the midst of no where. The RPF, no matter how bad they are, is actually no bad than what they used to be during the last decade of Bihar[under Lalu's reign, think of].

Bihar may be the low point, but it was even lower once.
