** Charging 10 Rs station development charges with a 10 Rs. unreserved ticket is a folly.
** For people travelling in general coaches of express trains (in many trains worse than cattle), Rs. 10 would be too much.
** Charging Rs 50/- for upper class passengers would help competetors of IR low cost airlines/ luxury buses/private cars
