Is a ticket confirmed through HO quota just an hour before chart preparation is eligible for auto-up gradation or not?

any full fare paying passenger, be it confirmed/wl/rac can be autoupgraded in 1 or 2 or even 3 classes above. generally all passengers are upgraded but exceptions have been experienced both wrt class and no.of passengers
Which rule saya that? My confirmed ticket was upgraded twice last year.
When you have a confirmed ticket and travelling in a group then the probability of upgradation goes down. But confirmed ticket do get upgraded.

In a major move that is expected not only to benefit waitlisted passengers but also benefit the railways in terms of filling up vacant accommodation in various trains, the railways have introduced a scheme, on an experimental basis, to upgrade full fare paying waiting list passengers to the next higher class against the available vacant accommodation, with effect from 26th January 2006.

Yes I witnessed double upgradation of mine. When i was travelling in NZM-SC duronto on 23/12/2011 my ticket got upgraded from 3AC to 1AC.
