This train can be run with E loco until Bhatinda by an High Rise pantho enabled BRC WAP7 but why didn't they implement this till now?

E-loco can be given but to be honest a weekly train would not get a priority to be allotted an E-Loco just because there is no other WR train that would require E-Loco to make a link with another train. Plus Bathinda would not want to handle all the hassle of maintaining an E-Loco for at least 2 days before the return train makes it way back and that loco would just sit there doing nothing. This is not the definite reason again but just some pointers to think.

It's all about zonal railway's preference. WR wouldn't want their loco to be attached to different zonal train. Because CR is already giving KYN locos to their train. It is all a business. You wouldn't want your neighbor to use your car, when he already has his car available. That's how all this things work. Until all the routes don't get electrified, they will not try to change the process that is going on right now.
