These kind of seats are not considered under RESERVATION as per my Experience. Same kind of coaches are there in 17313 UBL-MAS Express, Where those seats were used by ONBOARD HOUSEKEEPING STAFFS.
Even Case can be considered like WL/General Ticket Passengers occupying after taking Oral Permission from TTE.
