Hint for the Location : Not a divisional head quarter but still very important junction.
Answer : Purnia - Hatia Kosi express bypassing Barauni BJU. I was on board Puri Jaynagar

My bad that I judged it wrong. Dirty window made me think otherwise. BTW, PURI CDO seems to be not doing good maintenance work( atleast on the exteriors).
Except one or two coach every coach was neat & clean even from interiors
