Indian Railways (reporting mark IR) is an Indian state-owned enterprise, owned and operated by the government of India through the Ministry of Railways. Some Corrections :
1) We don't have any Rail Network connection with Nepal, we have with Bangladesh and Pakistan only.
2) Also we don't have the Worlds largest rail network, USA (226,427 km), Russia ( 128,000), China ( 91000) are ahead of us.

Strictly speaking when ''one of the largest'' is used in any context even #4 can be said to be covered. It is just an expression. On Nepal link you are right, as the talks were held in between the two governments in April 2012, for developing links. At the moment, I think it is a Rail-Bus-Rail link
