Is this train really doing 130kmph in NCR. It has a 3E economy coach? If yes why not in ECR( Danapur to DDU)

I saw Shiv Ganga and 12581 weren't allowed to have 3E coach because NCR doesn't allow it 130.

When Seemanchal had 2 LHB rakes + 1 ICF. ECR didn't allow 130 as they wanted all the three rakes as LHB. But now all three rakes are LHB but still running at 110 only.
