Karmali is also in Goa and is more at a central location giving convenient option to go to Panaji. Before this stn, Thivim is preferred by people to go to North Goa. MAO could also have been explored but I think It may not have space available at that time for platform turnaround

Madgaon se north Goa jana bahut time consuming h, youth needs to go north Goa only and everyone deboards Thivim even in JS
So Karmali was next option to terminate this train with unavailability of MAO.
But yeah, Madgaon being centre location of Goa state that termination can serve more.
