What will SWR gain by making nonsense excuses? This is a valid reason. This is the same reason why LHB rakes for trains like KK were massively delayed, due to the requirement of multiple rakes.
Rushing and converting 1 or 2 rakes out of 4 will cause a similar situation, you should have seen what happened at SBC to understand
