FYI, Kalyan is literally filling a Daily Rajdhani- Literally. More rush than all other Stations combined. Partially support your statement, halt of other Duronto Trains should be provided as well and yes of Sampark Kranti Trains as well.
Also, if Stations like Sri Dungargarh, Ratangarh, Sikar, Churu, Jhunjhunu, Sadulpur, Loharu, Gwalior, Surendranagar, Solapur, Pune or even Rajkot for that matter can get halts of Duronto Trains then so can Surat.
If 2 Stations are fulfilling same criteria, Same Policy cannot be used to justify halt at one place and denying halt at others.
Because by your logic Solapur should be skipped as well and Pune Should still be a Technical Halt due to it's relatively close proximity to Mumbai for Secunderabad LTT Duronto. Well if that's the case, good luck to Mumbai filling that AC Duronto 😂. If you have any doubts, check the booking and boarding pattern of South based trains from Mumbai via Pune.
