Is it legitimate & technically correct to run a Janshatabdi superfast catagory train at 39km & 38km.

NOT then why Railways is overcharging passengers(customer) for a passenger train like speed & service.
What should the solution so that either they would be converted to Intercity type trains OR increase the speed (As tracks support 110 & 100km/hr).
