i dont know about sbc raj but i know that railway treat mumbai-delhi Rajdhani as a king so if a king can late then every train can be late at new delhi and also this person has another connection train from old delhi and in 20 minutes span de boarding at new delhi then go to metro then reach old delhi before time is like superman thing
