Is linen service (bedsheet, pillow etc) now given FREE OF COST in 3AC?

above link, it says that railway has started Linen service again. But it is not mentioned if it is FREE or it is charged.

I am travelling by 12971 - Bhavnagar Express. And if Linen service is FREE then I can reduce my luggage a bit by not carrying bedsheet, blanket, pillow.
