Ironically, practically of all the delay happens in the only section that has triple line for a long time now: SECR zone. They just can't figure out how to run the trains on time.
Mumbai - BSL is also a very busy section but trains are rarely late (significantly) and average a lot more in speed too despite of still being 110 kmph.

can confirm. trains rarely get late over there, usually the delay will be only by factors like overtakes or some issue with the train itself, otherwise many trains try to maintain the schedule as much as they can
SECR is just now is a fully freight oriented Zone, it does not give a single eye about passenger trains, heck, even premium trains like Humsafar are sidelined to let the freight pass which causes intense delays and which further leads to the rescheduling of opposite trains, sorry for my long rant and thanks...

Number of freights is the difference, and JSG BSP needs quadrupling, triple line isn't enough
I think we should look at two things: traffic as a whole, as well as speed.
Most of the delays are occurring between Gondia and Jharsuguda (Bilaspur - Jharsuguda is the worst). Freight trains are running past these sections in both direction but the issue is not seen there. And this is also the section (from Rajnandgaon) that has triple line along with freight bypass at Raipur.
