There is no space designed for storage of bed rolls so they are using those 3 beds so it should be converted as storage racks.

If there is one coach of 3ACE in a config of 6-7 then 13 sets can be stored in different coaches but IR is proposing to increase 3ACE to substitute 9-12 SL coches so in future there should be specific allocated in coach as storage for bedrolls. Even 3AC space will have to store 80-90 as there will be intermediate joining and not just 72 and extra need to be accomodated.
