True. I assume it to be slack just to get the train on time. If the train runs before time continuously, it surely can get an updated TT some time later.

aadat daal lo, maja to tab aayega jab 75 VB ban jaegi or gali mohalle me chalegi, ustime dekhenge unka avg kitna bekar krenge
