Took 13151 30 mins before time at pf 1 and Gaya controllers simply delayed already late 12443 at Gaya outer despite pf 2 being empty.

Yes, if a train is running early by a substantial margin, then following train (if running late) should be allowed to OT the previous one (only if it does not affect early running train's path).. This is wrong to keep a late running train on loop and make it more delayed. Allow it to proceed, can cover some delay or atleast maintain its delay. I repeat, it should be done only if delayed train does not affect other trains path.

So? 13151 is early by 30 mins, detain it for 20 mins, allow 12443 ahead. 12443 is non stop till DDU whereas 13151 will stop at 6 stops, thus obstructing 12443. I would have not said this if 13151 was delayed or on time.
Bhai daily/weekly ya jyada patronage ka baat nahi.hai every train ka seperate path & slot hota hai route me.. 12443 bhale hi weekly hai lekin iska slot sharing aur bhi weekly trains ke saath hai..+insabka stoppage minimum hai .. 13151 jo ki kaafi early thi usko detain karta to 12443 kaafi time cover up kar leti
I was in the train myself so when my train reached pf 1, 2 was empty.
