Doesn't matter whether you traveled in it or not. We follow either IRCTC or official site (OS) regarding the time table for all trains with reservation facilities. Kindly check these two websites and convince yourself that these timings you mentioned are incorrect.
Please discard the timings shown in NTES or any other time table related apps, in case of a time conflict.

NTES is also Govt website, added I myself travelled and train departed sharp at 9:25
Look. It was decided long time back, that the TT for the "reserved trains" in IRI will be prepared following OS or IRCTC, and not NTES. The benchmark was set by seniors Monitors and Mod himself. There had been debates against this, but we chose to follow the set rule given in front of us.
