I am traveling on 31/10/2022 on this train. It says that the train will be regulated for 105 minutes on that date. Does it mean the train will start at 12:40 from HWH?

No. It means in the total journey, it would be stopped for 105 minutes somewhere or the other, maybe in parts at different stations
No it shall start from HWH normally but enroute due to maintenance/Traffic blocks in SR jurisdiction will be regulated for 105 mins.. This can happen in between after Renigunta - Jollarpettai, the traffic blocks are in place till 2nd of november for various trains..
