I tried to book side lower berth in sl class on the 120th day but in reservation counter they told no side lowers for booking in 16866. Why so? Is all sl's allotted to rac's in 16866?

The reservation shows a set of berths to the booking clerk and in that set when u are at window may not be having side lower. Not all side lower are RAC.
