Down train is cancelled on every running date , yet up train is operational . how is this possible , does NR have 5 rakes that they can just dump at Amritsar and not send them back ? Don't think so ,

No bro this source is showing wrong information both up and down train is cancelled from 15 to 25 Jan. I think for 04651 train is not updated.
And you can't able to board this train at 17 from Delhi.
