I dunno if even putting up a fence will stop these troublemakers! They just wanna wreck things and make life hard for everyone else. It's like they can't help themselves, they gotta break the law. I remember seeing two guys getting grilled by the cops about why they were throwing rocks at the train like 10 years ago. They had no real answer.
People just love causing trouble and making other folks suffer, especially in India where nobody seems to care about being respectful or doing the right thing. Unless you make everyone pay for their mistakes, they'll never learn how to behave.
