I'm observing this from almost more than a week
Everyday despite 17015 comes SC on time
17016 Is always rescheduled and made to depart after 2hr 3hr of original departure.
Why this is happening?

Actually if u look carefully at the time table the train has a transition time of nearly 2 hours between Anakapalle and Duvvada. That's why it is usually departed late. Also, since it is convenient for people travelling to RJY to get down at 4am than 2am. I know it's absurd but that's how Railway works. Hope u got your answer
Pitlines near PF1 side in SC are being upgraded ..so this rake is going through PM at HYB as per info...hence the delay due to PM slot adjustments and shunting
