These waiting list pax will definitely board the SL coaches and make journey hell for confirmed ticket holders. They should reduce the WL and keep it to reasonable levels.

There is no such rule for paying fine and travelling. TTE can detain passengers at next station as well in case he want. He just need not to collect the difference of fare till destination along with penalty.

Rules says that TTE can ask for passengers to deboard if all seats are occupied.
People act only when government takes such strict measures just like in case of the Aadhar pan card linking. For so many years when it was free to link not many people linked now when a fine of 1000 is imposed all are doing. Same principle applies here only when the laws are enforced people will behave.
