Booking in 3ACE is suspended till 28th of July. That's why, trains having 3ACE are getting booked via 3AC reservation, nd TDR can be filed for traveling in lower class, for amount settlement.
No need to file TDR refund will be automatically processed by IRCTC
Okay but AFAIK if one books ticket in upper class nd due to any circumstance, IR provides accommodation in lower class, then the traveller is liable for difference amount which can be claimed via TDR.
This is clear example of Forcing people to pay high fare. Showing less number of Coaches/Seat and charging high Dynamic Fare and then reallocate to lower class.
This means seat are empty in 3ACE and not showing up.

There is a huge production of 3ACE coaches this year and in many trains SL and some 3AC will be replaced with 3ACE. So they have placed cutoff date of July 28th.
