You can even run a full train with only SL and GS coaches but even then that will be crowded because first IRCTC allows high WL to earn more cancellation charges and then these pax travel with WL and some with even GS ticket in SL coz they know they can bribe the TTEs and travel in SL. Greed is the main factor here.
