3. Rule is only that you should have a bonafide ticket & your bag should be locked. If not locked, they won't accept it to keep in the cloak room
1. You'll get numerous Autos from Agra Cantt. Railway Station to Taj Mahal.
3. Carry a ticket to the cloak room and lock your belongings. But if you have a night stay at Agra, I would recommend you to keep your belongings in the hotel/guest house which you select for your stay.
