Exactly, there have been regular rants from railways regarding they only recover 57% of revenue from passenger services. I wonder where to the revenue which is earned by issuing paper tickets or penalties go?
Do they count it separately to earn sympathy or generate guilt among bonafied passengers?

If seats are vacant in AC and I have a WL ticket in SL class but i haven't opted for auto upgradation while booking can I still be auto upgraded to AC in this case ?
Even if auto upgrade box is un-ticked, full fare paying passengers are liable to be upgraded, but post COVID scenarios are very different. So, if rules aren't changed then yes you will be upgraded.
In this scenario you won't be upgraded to AC class. Your WL SL class ticket will be confirmed in SL class only while the confirmed SL class pax will be upgraded to AC class if there are vacant births in AC during chart preparation.
Even IR benefits from WL and UR travellers they issue n number of tickets though the capacity is only 100 in GS. IR claims they get back only 50% from GS coaches but in reality due to 200 persons travelling they get back full operating cost.
