If i have confirm ticket for 4 passengers in same PNR, and 2 passengers didn't not travel after chat prepared, can i file TDR for those 2 only, as other 2 travelled.

The train is normally on time.
Only if on the day of departure 2 passengers out of 4 don't want to travel, and chart gets prepared. What will happen in that case ? As before chart cancellation can be done, what about after chart is made.
