Looking at them it looks like that these are non ac coaches because they have bigger middle gates like flying ranne had i wonder where the railway is going to deploy them🤔
It looks very similar to Amtrack Coaches used in American Railways where lower deck is for keeping luggage/goods and upper deck is used for passenger accommodation.
