I think this job is for building new platforms, not specifically for the 3rd line. In the end, this job can be combined with the 3rd line work. But if you look at how Indian Railways works, they usually build new railway lines first between stations, especially in remote areas, and then they work on the stations because the work at stations is more complex. So they'll start with the easier part, which is from outside of BD towards CND, instead of working directly in the station itself. So, in my opinion, this job is for constructing new platforms.
