I traveled by this duronto many times but it was nightmare on 09-Nov-12. I got stuck in worst traffic jam in HYD and reached Sec station just 10 min before train departure. My ticket status was wl-1 and wl-2 which got confirmed around 9.30 PM.
When I reached near my coach, I went and checked my seat number on coach chart. It was same as it was on internet status.
But, when I reach to my berth, there was another family. They said, their berth is confirm from day 1 and have

confirmed ticket with them. They actually had printout while I had waiting list printout. I said go outside and check train chart but they refused as train was about to start journey.
Luckily, TC came in coach. In TC's chart my name was present too.
Then surprise came, that family was holding ticket of same berth, same coach, same date but.........
different train. They had book ticket 3 and half month before in Hyderabad -Pune train by error. I don't know whose.
Again, they approached to TC and asked me to accommodate in vacant berth. TC told them that he will charge double fare for each one and they were agreed.
Then, I have been asked to move to A2 coach as they had too much luggage and kids with them.
I went and checked new berth, it was good so I went to new berth.
Surprise was A2 coach was 40 % vacant when I checked next day chart paste on coach. I found that berths were actually didn't allocated to anyone. This train had additional AC-II tier coach too.
Now, my question is how come TC charged them double fare and why so many berths were vacant when waiting list was so huge.
Please someone let me know where I should complaint for both points.

TTe levied a fine for those passengers which he is supposed to, as they were travelling in a wrong train i.e ticket less traveller in this case.
May be railways didnt upgrade or accommodate passengers, or it was met.That is upto railways.

They should have checked the train name or number os at least the departure time. TT has imposed fine as they were ticketless passengers.

Its a Wrong ticket with which the family where travelling,So Double amount collected in the sense that they will be considered ticket-less first thing and penalty is being levied.

Berths were available may be due to additional coach being added at last moment and other passengers in W/L would have cancelled theirs thinking they might not confirm...

The Hidden berth was too much for this class and hence Huge waitlist tickets got cleared and cancelled and post chart preparation, some seats were empty.
And that Extra Coach might have come from LTT the previous day.
EXAMPLE
In 2274 NDLS HWH Duronto, there are 20 Open Seats in 2A Class while 4 are there for CK Quota and 6 others in Other

The train has actually 52 berths which means there are almost 22 hidden berths for WL and HO purpose.
