These are seats occupancy and not sectional occupancy. If they calculate occupancies in this way then no train will get 25% discount. Only Indore Bhopal VB and Bhopal Jabalpur will only be qualified for 25% reduction in fare as both have less then 50% occupancy though they run with only 8 coaches 530 traveler capacity.
