SWR proposed it earlier , but SR rejected due to ktym doubting was not completed .. Now SR demanding it.
The proposal for Garib Rath day change was already discussed earlier as well. Sat dep from YPR & Sun dep from KCVL. Existing Sun dep from YPR was not needed as Humsafar is already there in the same path just one hr earlier. This proposal has been rejected by SWR twice. Not sure what was the outcome this time. Around 4-5 yrs ago SWR proposed this as Train on demand spl service but SR rejected for some reason. Subsequently SR proposed next yr probably in 2020 and SWR rejected saying that it can be considered when new terminal opens in BYPL. After that again SR proposed and this time SWR said pit line constraints at YPR. So there is lot of back and forth interzonal tiff here
