Agreed to what you have said. But in this case i have seen BZA WAP7 touring India. Now since LGD is already touring, BZA has also been in the recent list. Also BZA is with few WAP7s comparing to LGD, but still they are out. Hence SCR is left with aid of BZA WAP4, WAG5 and KZJ WAG9. Few GY WAG9's are also helping.
While LGD and BZA are busy touring India, that is I feel where SCR as a zone needs to manage their allocation of locos to their home trains.

As far as am observing for last 7years, its TKD wap7 that are covering most part of the country from north to south.
