General thought as SR railfan : NCR railfans can correct me
They need to develop/construct a bypass line from Naini Junction to Prayagraj Rambag (bypassing Prayagraj Junction) and provide stop at both Naini and Rambag towards BSB via NER line ; also they need to construct another line from Rambag to Sangam instead of Sangam being terminus. In that case train coming from Naini can go to Rambag, Sangam and reach Jhangai to BSB or to Rae Barelli - Lucknow. What are the thoughts?
