I heard in a youtube video that indian railway planning to introduce 12 vande bharat including smrit bharat together after 5 state election is it true?

He is just making assumptions in the video, no source. Also 1st Amrit Bharat/ Vande Sadharan (whatever the formal name is) may actually run between New Delhi and Patna, not Ahmedabad and Mumbai as touted.

Yeah, most of these are for views. Railways anyhow won't bother and it wouldnt matter to them what public opinion is if the decision to extend is political / commerical. Railway has no competition, it's a monopoly business.
