I think so BPL Shtabdi is going to get 2 more CC coach on permanent basis. See the attached screen shot. In this you can clearly see that IR is doing the booking directly in this Extra Coach.

If those extra coaches are attached continuously, then it would likely to become permanent.
Thats the rule how extra coaches are converted to permanent.
