Not a good precedent.
Varanasi not only has AC Passengers who can reserve their Seats in Advance or from Stations coming before Varanasi.
Varanasi also has Humongous Unreserved Passengers, these trains are definitely not coming with Empty Unreserved Coaches from Balia, Chhapra etc.
