I'm not comparing but sharing my opinion.
As you and many know BUI and BSB cant be compared. BSB will get new trains as it is the Are of Honorable Prime minister Ji. It will develop more as compared to Ballia.
You can clearly see that BSB has gotten around 15 nos of Trains since 2014 whereas Ballia got 1.
