Refund of PRS tickets under all circumstances should be done via direct cash transfer scheme.
I hope the railways and the govt consider this.

I say IRCTC is not an option for them because if it was they wouldn't have used the PRS in the first place.(at least a majority of them). Kiosks sounds better.
Another wild idea is to recharge the currency of the passenger's mobile number in case he wished to obtain refunds that way.
So there should be 3-4 options that the PRS can choose from in the beginning.Slowly they can narrow it down to 2 if not one .
