By the time you reach TTE, that berth is already booked in current (if avbl). So, if this facility is done, then pax can upgrade their berth instantly, if they want.
And the empty berth in lower class will go in current availbality.
Also, now TTE can book empty berths till next charting station only, not full journey.

Then, there can be another use case provided on IRCTC as "upgradation of class" by paying difference fare + clerkage charges and vacant the existing the seat/berth which sud b displayed on IRCTC as well.

Actually on PRS tickets one can do this at counters (before chart preparation) by paying only clerical charges (I did it from 2ac to 1ac in KSK by paying I guess 50-55 Rs) but still not available in e-tickets. For that you have to cancel & rebook which results in loss of 200 rs (+ convenience charges twice). It should be provided on IRCTC too (& that too till 2nd chart preparation, i.e. 30 mins before dep)
