I think the issue is also that if speeded up it will end up reaching CBE way too early somewhere around 4am/4:30am. And since it is a pf turnaround train, one PF gets blocked....There are constraints in CBE with quite a number of arrivals/dep between 4am-6:30am so probably that could also be a reason why Salem div is not willing to receive this train early. Maybe a 1 hr delayed dep from Kurla can be tried and at least 45 min earlier arrival in CBE. at least a 2 hr speed up.
