Bhubaneshwar would have been better option. I think Puri will not pull crowd
With 515 dep it has to overtake one train HWH SVMT if delayed by an hour it should overtake 3 trains. The slack ftom VZM to Vskp can be cut by 15 mins.
For Andhra Pradesh people the pilgrimage places are Annavaram, Vijayawada and Tirupati. Only SKLM dts and Bherhampur people have intrest in Puri or do annual pilgrimage. So premium train is not needed that too I'm reverse direction leaving Puri early morning 515.

Bhubaneswar Visakhapatnam Bhubaneswar should be thought of. Passengers from Bhubaneswar can reach by BBS VSKP Vande Bharat and Catch VSKP SC Vande Bharat and vice versa
Yes that's the best option. Why did rail do blunder by operating from Puri and finally blames comes on public for not utilizing Vande bharat.
