I heard that from the 1st Jan 2013 Strict rules for the WL ticket holders will come in force. According to this rule which I heard, WL passenger whose ticket remains in WL on the date of Journey cannot travel in the reserved compartment. Previously, WL passenger can travel & If the relatives are there in the compartment with the reserved ticket then He can share the sit also.

No standing near d door, they occupy reserved seats and refuse to vaccate.. TTE is silent spectator...
boarding is allowed if the ticket is partially confirmed( must be in one ticket)
rules were there since long, but now its converted to the "suvidha shulk" payable to GRP and TT
But once TTe told me that if it is partially confirmed ticket then you can adjust the birth not Sure though
passangers who are holding partially confirmed tkts, are allowed to board in train. provided the name of Wl will appear on the chart of compartment in which the confirmed ticket is settled.
