Seems like third line is being used now a days. I have observed many trains running almost on time or slightly delayed from Balharshah to Kazipet Town. Once the third line gets finished completely trains may do BPQ WL section under 3 hours.

Not sure why but yes TN's priority in BPL-NDLS section is not so great. In the next change of time table im expecting some speed up, but donno whether it will happen.
